dc.description.abstractABSTRACT This research investigates how four framework conditions for entrepreneurship in Norway can be improved. From interviews with the expert panel for framework conditions in the Global Entrepreneurship Monitor research project the framework conditions: Financial support, government policy, government programs and education and training are investigated. Using both a questionnaire and interviews with Norwegian experts on entrepreneurship, assessment of current status and areas for improvement are identified. The theoretical frame is based on published articles, GEM reports, theory on entrepreneurship and theories on entrepreneurship environments. The results indicate that several elements within the financial support system need to improve in addition the government’s priorities when it comes to entrepreneurship and entrepreneurial competence is inadequate in terms of fostering entrepreneurial activities in Norway. The government, who is the main stakeholder of entrepreneurship in our country, has many challenges before the Entrepreneurial Framework Conditions can qualify as being adequate.en
