| dc.description.abstract | Dette er en masteravhandling hvor jeg har utforsket problemstillingen rundt noen av de utfordringer norske kommuner har i forhold til implementering av velferdsteknologi. Arbeidet med denne masteravhandlingen har vært en prosess fra jeg bestemte meg for valg av tema, til jeg nå sitter med en avhandling som gjennom analyser har gitt meg både mulige svar på problemstillingen, men også nye spørsmål. For meg har det vært spennende og interessant å forske på et nytt tema som velferdsteknologi er, og samtidig tatt utgangspunkt i egen organisasjon. Parallelt med denne avhandlingen har det dessuten foregått en rivende utvikling innen velferdsteknologi innen helse og omsorgstjenester. Dette har vært en utfordring, da det stadig har kommet ny informasjon. Jeg har derfor måttet sette begrensninger for oppgaven, og har tatt utgangspunkt i prosjektet «Bo lengre hjemme». Jeg ønsket å se på endringsutfordringer organisatoriske- strategiske- og ledelsesutfordringer. Som teoretisk bakteppe har jeg valgt institusjonell teori, interessentteori og strategiprosesser
Avhandlingen har en hermeneutisk tilnærming. Jeg har benyttet meg av kvalitativ, induktiv metode ved datainnsamlingen. Når jeg skulle skaffe til veie empiri til min analyse, har jeg benyttet meg av intervju. Jeg har vært så heldig og fått intervjue ledere på ulike nivåer i ulike kommuner. Alle respondentene har en form for tilknytning til implementering av velferdsteknologi. I tillegg til intervju, har jeg benyttet meg av de mest sentrale rapporter som omhandler velferdsteknologi som empirigrunnlag. Jeg har valgt å kategorisere mine empiriske hovedfunn ut fra forskningsspørsmålene, for deretter å analysere disse opp mot valgt teori.
Jeg har forsøkt å vise hvordan ulike ledelsesutfordringer i forbindelse med implementering av velferdsteknologi kan løses. Gjennom analysen har jeg sett at mye av de utfordringene som prosjektet «Bo lengre hjemme» har stått overfor, handler om manglede kommunikasjon og samarbeid med både private leverandører og utviklere av teknologisk utstyr. I tillegg etterlyser kommunene større grad av sentral styring. Dette er interessant i og med at dette prosjektet på mange måter er et pilotprosjekt hvor man kan forvente mange spørsmål underveis. Noen av spørsmålene som stilles i denne avhandlingen er allerede Helsedirektoratet i ferd med å finne svar på. Det er ventet flere rapporter i løpet av året.
Jeg ønsker dessuten å være tydelig på at mine konklusjoner ikke kan betraktes som en slags implementeringsoppskrift. Til det kan velferdsteknologiske utfordringer og utvikling være for komplekse. Jeg har foretatt mange avgrensinger underveis. Derfor er det mange områder som ikke blir tatt hensyn til i avhandlingen. Samtidig har jeg et håp om at denne avhandlingen kan gi et lite bidrag til den videre utviklingen innen velferdsteknologi og bidra til å gi noen kommuner noen råd når de skal sette i gang med velferdsteknologi.
In April 2013 the Ministry of Health and Care services presented their report “The care of tomorrow” (Morgendagens omsorg), to the Norwegian Parliament (Stortinget). This is a report that focuses on providing health care services users in Norway new opportunities to fend for themselves in everyday life, despite illness and healthcare needs. Use of welfare technology is just one of the areas by this report. In this master thesis I have explored the research question “What are the reasons for implementing welfare technology not is adopted on a larger scale in Norwegian municipalities - what is needed to speed up this process?”
The work on this master thesis has been a process since I decided the choice of topic, until I now sitting with a thesis through analyzes have given me both possible answers to the problem, but also new questions. For me it has been exciting and interesting to research a new theme that welfare technology, and simultaneously starting point in my own organization. During my work with this thesis, it has also been a rapid development in welfare technology in health care. This has been a challenge, as new information almost constantly has been available. I have therefore had to set limits for the thesis, which has been based on the project "Stay at home longer." I wanted to look at changing challenges, organizational challenges, strategic challenges and management challenges. I developed a research question for each of these areas. As a theoretical backdrop I have chosen institutional theory, stakeholder theory and strategy processes. As empirical data for the analysis I was able to interview managers at different levels in two different municipalities. In addition to the interview, I have used the most important reports on welfare technology as empirical basis. I have chosen to categorize my main empirical findings from research questions, and then analyze these against my selected theory.
The thesis has a hermeneutic approach and I have used a qualitative, inductive method to gather data. I have tried to show how different management challenges associated with the implementation of welfare technology can be solved. Through the analysis I've seen that a lot of the challenges that the project "Stay at home longer" is faced about the insufficient communication and cooperation with both private developers and suppliers of technological equipment. The municipalities call in addition for greater degree of central control. This is interesting in relation to that this project in many ways is a pilot project where we can expect many questions along the way. Some of the questions posed in this thesis are already the Directorate of Health in the process of finding answers to, and it is expected several reports during the year. At the same time I want to emphasize that my conclusions should not be considered as recipe of implementing welfare technology. Welfare technological challenges and development is a complex area that needs more research. I have made several refinements along the way. Therefore there are many areas that are not taken into consideration in this thesis. Meanwhile, I hope that this paper can provide a small contribution to the further development within welfare technology and help to provide some municipalities advice when they initiate with welfare technology. | nb_NO |
