This master theses is the end of a major in Master of Science in Business, Energy Management. The thesis discusses what criteria that made Aker Solutions open an office in Northern-Norway, and how Bodø can attract petroleum related businesses. On this basis, I formulated the following main research :“What factors is the most important for a big engineering company for opening an office in Northern Norway?" I have looked at how attractive Tromsø and Bodø is to petroleum businesses and how the cities organized in the process of meeting Aker Solutions. I have also looked at what Bodø can learn from the process and what Bodø can do in the future, if new business what to locate an office in Northern Norway. The thesis is based on qualitative interviews with 18 persons, in addition to literature. The informants work in different sectors and where all either a part of the location process around Aker Solutions or know the business well. The theory used in this thesis is cluster theory and the triple helix theory. The results of my study is that Aker Solutions choose Tromsø, because the city has a much higher attractivity and was more organized that Bodø in this process. My informants agree that the attractivity variables is important for cities to attract petroleum businesses. A major discovery was that Tromsø, by purpose worked according to the triple helix theory. Another discovery was that many of the informants pointed at other helixes or at the county administration when they explained why the organizing didn't work.no_NO
