dc.description.abstractAs in many other countries, governance has led to the use of assorted methods of marketization and privatization as one of many means to make the public sector more efficient in Norway. In this paper we present the research we have done to establish in what way the public sector has attended to the needs for relevant competence in their ordering units when they have put their services up for competitive tendering. We also wanted to find out whether the order units were put together as a result of a strategically planned process or if it was more incidental, a “muddling through” process.no_NO
