dc.description.abstractPublic health is a very relevant issue in Norway. In particular, we see that the average annual growth in the state's health budget is alarmingly high. This is indeed disturbing because such a rise may eventually threaten a sustainable development. Alternatively, we might be forced into a situation in which we must determine priorities that contrast the basic values of the Norwegian welfare model as we know it. Empowerment in public health is a critical success factor both from a patient perspective and from an economic perspective, and society’s expectations regarding the effects of community empowerment in public health is substantial.nb_NO
