dc.description.abstract | Different Norwegian governments have over the past decades initiated a lot of reform programs in public sector. This reform programs have been implemented in the Norwegian municipalities as a result of governmental directives. The main reasons of this reform programs are based on a strategy to create a more effective and user oriented public sector. Norwegian governments have adopted the international practice of new public management (NPM) as an inspiration and strategy for there reforms.
